Veterinary specialists of Russian Federation (RF) obey in their work by "Veterinary lagislative Acts of Russian Federation" which was passed by the Supreme Soviet and signed by the president B.Eltcin at the 14th of May 1993. The Veterinary Articles namely regional acts of Russian Federation, autonomous areas law acts, regions, Moscow and St.-Petersburg cities) are used by Russian caw-leechs also. The Veterinary Law of Russian Federation controls the veterinary relationships in the spheres of animals disease protection, the fabrication of safe stockraising products, citizens disease protection and commom protection of people and anymals.

According with orders of St.-Petersburg State Veterinary Department all horse owners are obligated to:

• Annually all horses must be tested on diseases in the State Veterinary laboratory:
  
  • glanders (Malleus) - serological or allergical test ;
  • dourine (Trypanosoma equiperdum) - serological test ;
  • equine infectious anemia (Anaemia infectiosa equorum) - serological test ;
  • brucellesis (Brucellosis) - serological test;
  • laeptospirosis (Leptospirosis) - serological test.
    
• Owners must carry out the dehelmintization of horses not less than half a year.

In St.-Petersburg region the vaccination of horses is dispensable.

Bearers may vaccinate horses against following diseases:

• laeptospirosis (Leptospirosis);
• viral rhinopneumonia (Rhinopneumoniae equorums);
• dermatomycosis (Trichophytia);
• equine influenza (Grippus equorum);
• tetanus (Tetanus);

Russian Federation is safely for a variety of serious infectious horse diseases, which were never registered in Russia. In the midst of unregistrated in Russia diseases are:

• African horse sickness ;
• Contagious equine metritis (CEM);
• Vesicular stomatitis;
• Fever of the river Potomack;
• Equine encephalomyelitis (of all types including VEE).

Horses, that are selected for export have be tasked on systematic veterinary tests durring 3 months. According with the 25 article of Russian Fedaration Veterinary law, horses a month before sending are setting on an isolate stable (sequestration) and be carried out diagnostic analysis, according with orders of importer state.

Everyone obliged to get a permission and a special number for a one or a batch of exported horses. One can get a permission from State Agriculture Veterinary Dapartment and Foodstuffs Ministry in Moscow. The permission must be signed by the chief of Veterinary Dapartment or his substitute. Boundary customs and transport offices of of the State Veterinary Department Region Administration are informed about authorizations on the horses export.

Owners of prepared for export horses must get the veterinary permission signed by the Main Veterinary Doctor of the region. It must be sertified by St.-Peterburg State Veterinary Doctor. The document affects only for 3 days from the moment of getting. It guaranteed that a horse is healthy, herein is shown diagnostic tests and inoculations at the time of quarantine. State Veterinary Custom and Transport Service will test documents, examine horses and give the veterinary health certificates.
